AACTE Statement on Supreme Court Order Regarding TQP and SEED Grants
(April 7, 2025, Washington D.C.) — Last week, the Supreme Court of the United States (SCOTUS) issued an order in an emergency appeal filed by the Trump Administration concerning the termination of Teacher Quality Partnership (TQP) and Supporting Effective Educator Development (SEED) grants. This opinion reverses the Temporary Restraining Order (TRO) issued by lower courts and permits the Administration to move forward with terminating these grants, but only in the eight states covered by that specific case: California, Colorado, Illinois, Maryland, Massachusetts, New Jersey, New York, and Wisconsin.
The case filed by AACTE, the National Center for Teacher Residencies, and the Maryland Association of Colleges for Teacher Education is still subject to the preliminary injunction that was issued in Maryland on March 17, and that ruling is not directly impacted by the SCOTUS order. This means that funding must continue for grantees who were members of these three organizations at the time of the order, and the grant terminations remain reversed.
The Administration has requested that the Fourth Circuit Court of Appeals overturn the Maryland ruling and allow the terminations to proceed. The organizations’ legal team submitted a letter to the Court on Monday, reinforcing that the record in its case is distinct from the SCOTUS case and should be evaluated on its own merits.
