Senior HR Business Partner – Part-Time

Summary

AACTE is seeking a seasoned HR Business Partner to join our team on a part-time basis. Reporting directly to the Chief Financial Officer (CFO), you will act as the architect of our people operations for a lean, high-impact team of ~17 staff (FTEs and Contractors). This is a unique opportunity for a senior HR professional who desires a flexible, remote schedule but still wants to do meaningful, strategic work. You will own the HR infrastructure, from multi-state compliance in 7 jurisdictions to defining organizational KPIs, while handling the day-to-day administration of our benefits and ADP systems.

Essential Duties and Responsibilities

  1. HR Operations & Multi-State Compliance
  • Jurisdictional Management: Maintain compliance with local labor laws and reporting requirements across our current footprint (DC, MD, VA, GA, MN, CO).
  • Tax Accounts: Proactive management of state unemployment and withholding tax accounts to ensure good standing; lead registrations for new states as the organization hires remotely.
  • Contractor Compliance: Oversee the classification and agreements for our 1099 contractor workforce to mitigate risk.
  • Policy: Maintain and update the Employee Handbook, ensuring policies are practical for a fully remote, distributed workforce.
  1. Compensation, Benefits & Payroll Support
  • Benefits Administration: Manage the full benefits portfolio (Health, Dental, Vision, Life/AD&D, STD/LTD, 403(b)), including invoice reconciliation, Open Enrollment, and new hire enrollments.
  • Payroll Partnership: Ensure data integrity within ADP Workforce Now (new hires, terminations, salary changes, benefit deductions) to facilitate accurate processing by the Accounting team. Note: You will not be required to process payroll, but you are responsible for the accuracy of the HR data that feeds it.
  1. Strategic Planning & KPIs
  • Data & Metrics: Partner with the CFO & CSO to build a “people dashboard”. Help define, track, and report on organizational KPIs to measure workforce effectiveness and alignment with AACTE’s goals.
  • Performance Management: Manage the annual performance review cycle, providing training and support to managers to ensure reviews are substantive and documented.
  1. Talent Acquisition & Lifecycle
  • Onboarding/Offboarding: Create a seamless digital onboarding experience for new hires and handle all offboarding logistics/exit interviews.
  • Executive Search Support: Provide ad-hoc recruitment support for high-priority roles, including an immediate project partnering with leadership to coordinate the search and selection process for a new Chief Academic Officer in Q1.
  • Employee Relations: Serve as a trusted advisor for staff and leadership regarding personnel issues, maintaining a culture of transparency and fairness.

Education and Experience

  • Experience: 7+ years of HR experience, with specific background in an HRBP or HR Manager role.
  • Tech Stack: You must be comfortable with data, Excel, and the concept of HR metrics/KPIs.
  • Compliance Expert: Demonstrated ability to manage a multi-state employer footprint.
  • Adaptability: Experience working with small teams (<50 employees) where you are the sole HR point of contact.
  • Education: Bachelor’s degree required; SHRM-CP/SCP or PHR/SPHR certification is a plus.

Working Conditions

This position is a Part-Time role (20 hours/week) and is fully Remote (US-Based).

Compensation

This is a part-time position requiring 20 hours per week along with a prorated benefits package that includes medical, dental, vision, life, short-term disability, and long-term disability insurance, as well as generous leave time; and 403(b) and Roth IRA retirement plans.
